KABUL, Afghanistan (AP) ? Three suicide attackers killed at least nine civilians, most of them children, in a botched attack Saturday on the Indian consulate in an eastern Afghan city near the border with Pakistan, security officials said.
Police fired on the militants as they approached a checkpoint near the consulate in Jalalabad, prompting one of them to set off their explosives-laden car, said Masum Khan Hashimi, the deputy police chief of Nangarhar province. The blast killed nine bystanders, and wounded another 24 people including a policeman.
All three attackers also died, although it was not clear how many were killed by police fire and how many by the explosion.
In New Delhi, India's External Affairs Ministry spokesman Syed Akbaruddin says that all Indian officials in the consulate were safe.
Afghanistan's main insurgent group, the Taliban, denied in a text message that it had carried out the attack. Smaller militant groups based in Pakistan have targeted Indian interests in Afghanistan in the past.
Hashimi said the attack began when three men in a car approached the checkpoint. Two of the men got out of the car wearing vests rigged with explosives and a police guard immediately opened fire on them, Hashimi said. He added that the third man then detonated a large bomb located inside the car.
In 2010, two Kabul guest houses popular among Indians were attacked, killing more than six Indians. India blamed that attack on the Pakistan-based militant group Lashkar-e-Taiba.
The Indian Embassy was bombed in 2008 and 2009, leaving 75 people dead.
The attack came as the U.S. planned to close its embassies in the Muslim world for the weekend due to an al-Qaida threat.

Mandy Ingber, who is becoming a household name in yoga circles thanks to her celebrity clientele and her new best-selling book Yogalosophy: 28 Days to the Ultimate Mind-body Makeover, may have come from the world of show business and glamour, but her path to a healthy body was hard won through her own search for self-acceptance.
Growing up in Los Angeles, and as a television and theater actress, Ingber struggled with her weight, developing eating disorders and struggling with self-confidence. She became a fitness instructor but realized that blending in yoga, which she learned growing up, was a better means to achieving the mental, emotional, and physical balance she craved.
Her hybrid path to health and self-acceptance has since become popular with celebrities like Jennifer Aniston, Kate Beckinsale, and Helen Hunt, and?includes everything from dietary advice and recipes to playlists and journal questions.
We talked to her to learn more about her practice, her book, and her passion for sharing yoga with others.
What first drew you to yoga?
I was introduced to yoga by my father in the early ?70s. I grew up in LA, and my father was very cutting edge. He began practicing Iyengar Yoga from the Light On Yoga book, and was a teacher by example. In trying to get some air time with my dad, my brother and I would try to contort [ourselves] into the more advanced poses.?Yoga has always been a part of my life. It?s like my amniotic fluid.
What is Yogalosophy?
It?s my fitness philosophy, which is based on a ?love your body and self completely? mentality. It includes intention setting, self-acceptance, and self-observation, and teaches people to be present and accept what they have, while striving to improve at the same time. The practice part of it is a hybrid routine of yoga and fitness, pairing traditional yoga poses with basic toning exercises.
What influenced you to create this practice (and to write this book)?
Although I was raised with awareness around health, I found that the pressure to stay healthy could also be very stifling. After struggling with body image, perfectionism, and eating disorders for years, I became a spinning instructor. When I began teaching, I was far from the model of perfection, but I became the voice of loving myself into shape. I came to realize that while my energy was too intense when I only directed it toward myself, it could effectively power an entire room filled with people! I started to create a hybrid routine of yoga and fitness that included positive messaging, and to teach it to my students in L.A., many of whom were celebrities. After Jennifer Aniston and I did a spread in SELF magazine together, I started to share some of that routine with the public and created the Yogalosophy DVD. The book is an extension of that DVD.
What?s it like teaching to celebrities and what drew you to that population?
Celebrities are just like you and me in terms of self-care. We each are in a body and have certain limitations and challenges. We all have this amazing gift that needs daily care and requires a certain level of commitment and attention. Each of us makes decisions each day about how we treat our bodies. Celebrities are really no different on that level. As far as why celebrities have been drawn to me: I am a former actress, so celebrity has always been a part of my life.
In one part of the book, you tell readers that it?s OK to watch TV while doing yoga or drink a glass of wine afterward. Not all yoga teachers offer this kind of advice. Can you talk about why you suggest making these allowances in your practice?
If we become too strict with our regimen or place too many rules around the conditions for our practice, we run the risk of paralyzing ourselves from action altogether. Additionally, it is important that we not set such unrealistic expectations of ourselves, so as to set ourselves up for failure. By allowing yourself to watch television during your practice, you create more opportunity to engage in your work on the yoga mat, which is beneficial. Similarly, it?s important to understand that bringing yoga into your life does not mean renouncing certain sources of enjoyment, like a glass of wine. Let?s say you have plans to grab drinks with friends later in the evening?don?t give them up. While a diet comprised of healthy, whole foods is an essential part of the?Yogalosophy, it?s important to keep living your life. In a pinch, I have some go-to snacks like mixed nuts, almond/coconut water or KIND bars, because they are made from real, all-natural ingredients that keep things as close to nature as possible.
In your book, you talk about your father?s death, and what it taught you about the temporary nature of the body. How can contemplation on death teach us to make the most of our bodies right now?
It prevents us from taking the miracle of the body for granted. The impermanence of life is what makes it so beautiful. Each moment is so rare. Being present in it is really all we have. I have loved each moment. Even my struggles have made sense. I am not sure if we can ever truly grasp how much love there is all around us all of the time. That was one thing my father was saying a lot in his last six weeks. I could see it in him as well. I don?t want to wait to feel that love. I want to live heaven on earth.

The United States men's national team will be missing a key figure for the Gold Cup final against Panama on Sunday: their coach.
Jurgen Klinsmann was suspended for one game Friday by CONCACAF's disciplinary committee, the result of his ejection in the 87th minute of a 3-1 victory over Honduras in the semifinals Wednesday. Klinsmann was dismissed ''for showing dissent towards the referee by throwing the ball in a violent manner,'' the disciplinary committee found, and said FIFA rules require anyone ejected from a match to be suspended for the following game.
The decision cannot be appealed.
''I don't think it changes too much,'' U.S. captain DaMarcus Beasley said Friday. ''It's always good to have him on the bench, but he'll give his wisdom before the game ... make sure we get off on the right foot. But it's not going to be the same not seeing his face on the sideline, giving us instructions when we need it and being the enthusiastic person that he is on the bench. Especially, when we score or he needs to tell us something if we need to change something.''
Klinsmann was irate Wednesday after the referee failed to issue cards on a series of hard fouls against the Americans. He could be seen yelling and gesturing angrily in the direction of the referee, and was told to leave the field after he slammed a ball into the ground.
Klinsmann later apologized, saying he acted out of frustration.
''I was talking to the ref as well. There weren't any cards,'' Beasley said. ''I got hit three, four times in somewhat the same sequence, and they didn't call anything but a foul. So I could understand his frustration. I was frustrated.''
The Americans are seeking their fifth Gold Cup title. They also are looking to extend their record 10-game winning streak in all matches.
''This is what he lives and dies for,'' Eddie Johnson said. ''This is the opportunity that American soccer has been wanting, to have a coach with such experience, who's played at the highest level and played on big teams and managed big players, to be in this position to help us get to where we're trying to go in American soccer.''

NEW YORK (AP) ? Where in the Yankees universe is Derek Jeter?
The New York Yankees aren't saying. The 39-year-old captain was eligible to come off the disabled list Saturday. But he was sent to play in a simulated game at a location manager Joe Girardi won't disclose.
Girardi says the Yankees want Jeter to test his strained right quadriceps without interruption.
Guesses on Twitter regarding Jeter's whereabouts ranged from the Staten Island Yankees field to the Mets' Citi Field in Queens to PlayStation.
For sure, he wasn't at the Yankees' minor league facility in Tampa, Fla., where Alex Rodriguez was rehabbing his strained left quadriceps on his 38th birthday.
Also, Yankees designated hitter Travis Hafner was scheduled for an MRI on his shoulder. He was not in the lineup Saturday against Tampa Bay.

Let?s take a moment to reflect. New Order and (by inevitable association) Joy Division have been a massive influence on what I listen to even now. Recent songs shared here from bands like Flaamingos and Knifight could easily be tagged. Substance is standard issue listening, isn?t it? How could it not have an impact? So to see New Order, an elusive bucket-list band, announce the first North American show of their tour would be in Austin ? well, it was a big day.
?and then I got the approval email to shoot the show. My head nearly exploded.
Holy Ghost! opened, added win. Read on for gushing fanboyisms and plenty of pics.
Let?s talk venue. Much has been made of the Austin Music Hall over the years, much lamenting. The building was scraped together, corners cut to the detriment of the Austin show goer. We did an interview not long ago with the team that took on turning the Hall into a viable venue, finally. So far, so good. There are still kinks to work out ? a few weak drinks, GA tix are upstairs and down which led to fire code one-in one-out on the floor, bar placement will always be troubling. But the good is that the sound is much better; a lot can be forgiven when you have good sound. We were right in front of the sound board and from that spot, it was great. Now, I will note that I recognized the nice lady running the board for New Order from better sounding shows at Stubb?s for Mogwai and Two Door. So part of the compliment surely goes to her ear, but you have to have something to work with. I do not loathe going to Music Hall anymore. That is high praise.
Honorable Mention: Manchester club scene veteran DJ Little Martin played tracks after doors and between bands to keep the mood.
So Holy Ghost! was a great pick as an opener. They are a comfortable listen for the many fans of New Order that bought tix for the nostalgia, but may not be on point with newer artists. You can go in cold to a Holy Ghost! track and be comfortable and dare I say it, dance a little. I would say that the band did what they needed to do to win fans; I heard quite a bit of ?those guys are pretty good? while milling about. Personally, I loved their set. They played the hits, but offered up a ?Dumb Disco Ideas? as the new jam. It kind of sucks when you are not ready to unleash new material and asked to tour with a big headliner, but when New Order calls, you go. I told my friends from outside my music bubble they would love Holy Ghost! and they did.
You probably know all the recent history between Peter Hook and the rest of the band. Whatever.
Dear Peter,
I know you greatly influenced the band?s sound with your signature bass playing, but you can be replaced. Tom Chapman played bass in Sumner and Cunningham?s Bad Lieutenant project and while Tom may not have had your perfection, he got damn close. Sorry bro. The reality is that you guys need to figure out how to squash the beef because we all would rather see you up there with the rest of the band that includes Gillian Gilbert again, but you weren?t missed by my ear.

Graced by a giant LED panel to provide visuals surrounded well sorted light show, New Order took the stage to play the instrumental ?Elegia?, but interrupted the start to make note that they are no longer afraid to be in Texas because of Austin (or something to that effect). Seems everyone went shopping while in the state; Stephen Morris had on a Hi, How are you? tee, Thompson a cowboy hat and Sumner and Cunningham were rocking skull emblazoned snap shirts. Gillian looked less than thrilled to be on stage, which means she was exactly as she was back in the day. A recent song, ?Crystal?, was next, but the show didn?t really kick off for the rabid fans until the ringing chords of ?Regret?.
The band knows the crowd wants the hits. While I have a few faves that weren?t played, the hits did not disappoint. Sumner?s voice was solid, a few higher notes and sustained octave-up runs fell short, but far better than the vocals from most nostalgia bands currently touring. Make no mistake, there was dancing in the photo pit for ?Ceremony?. We were escorted out to stow cameras to ?Age of Consent?. I was dragging my feet like a four year old to make sure I got to hear all of the song. I missed ?Isolation? and a most of ?Love Vigilantes?. Sad face.
Jumping ahead, ?True Faith? was the song I thought was weakened by new arrangements, but the experience was redeemed by the big screen showing bits of the video (I want a puffy suit and trampoline). The end of the regular set landed a left hook square in the fans? faces with ?Perfect Kiss?, ?Blue Monday? and ?Temptation?.
The encore was a tribute to Joy Division and Ian Curtis. His portrait showed up on screen as ?Atmosphere?, ?Shadowplay?, ?Transmission? and ?Love Will Tear Us Apart? got us all misty and hype at the same time. ?FOREVER JOY DIVISION?, the backdrop read. The wife mentioned post show that if Hook is to be believed in his recent book, Ian and Bernard did not get along. So was it a tribute or just pandering? I don?t care. I thought it was awesome.

LONDON (AP) ? Champagne bottles popped and shouts of "Hip! Hip! Hooray!" erupted outside Buckingham Palace on Monday as Britain welcomed the birth of Prince William and his wife Kate's first child, a boy who is now third in line to the British throne.
Hundreds of Britons and tourists broke into song and dance outside the palace gates as officials announced that the future king was born at 4:24 p.m., weighing 8 pounds, 6 ounces (3.75 kilograms), at central London's St. Mary's Hospital ? the same place where William and his brother Harry were born three decades ago.
The imminent arrival of the royal baby was the subject of endless speculation on social media and was covered for days on live television around the world, but in the end the royal family managed to keep it a remarkably private affair.
In line with royal tradition, a terse statement announced only the time of birth, the infant's gender and that mother and child were doing well. It gave no information about the baby's name, and officials would say only that a name would be announced "in due course."
"Her Royal Highness and her child are both doing well and will remain in hospital overnight," it said. William also issued a brief statement, saying "we could not be happier."
Officials said William, who was by his wife's side during the birth, would also spend the night in the hospital.
William's press aides had talked about preserving Kate's "dignity" throughout the pregnancy, and the way the birth was handled showed that the palace's impressive stagecraft could give the royals a bubble of privacy even in the age of Twitter and 24-hour news broadcasts.
Just before 6 a.m., 31-year-old Kate, also known as the Duchess of Cambridge, entered the hospital through a side door, avoiding the mass of journalists camped outside. Officials did not announce she was hospitalized until more than an hour later.
Later, as the world media gathered outside filled hours of airtime with speculation, the baby's birth went unannounced for nearly four hours, allowing the royal couple the private time they needed to act like a regular family ? a goal 31-year-old William has cherished.
He was able to tell his father, Prince Charles, and grandmother, Queen Elizabeth II, about the birth and enjoy his wife's company without having to cope with the overwhelming media and public desire for information.
By nightfall, the public still knew very few details, but most people seemed satisfied with the day's events. London's landmarks, including the London Eye, lit up in the national colors of red, white and blue, and the city had a party atmosphere unmatched since last summer's Olympics.
Outside the hospital, a man dressed as a town crier in traditional robes and an extravagant feathered hat shouted the news and rang a bell.
A car carrying the announcement drove from the hospital to the palace, where the news was greeted with shrieks of "It's a boy!" and strains of "For He's a Jolly Good Fellow." A large crowd rushed against the palace fences to catch a glimpse of an ornate, gilded easel displaying a small bulletin formally announcing the news.
The framed sheet of paper became the target of a thousand camera flashes as people thrust their smartphones through the railings. Hours after the initial announcement, crowds were still surging forward to get near the easel. Some placed presents and bouquets in front of the palace, while others waved Union Jack flags and partied on the streets to celebrate.
"It's a crazy atmosphere. Everyone is getting very excited," said Andrew Aitchison. "It's great to be part of history, to say we were here and saw it all happen."
More celebrations are expected Tuesday, including gun salutes by royal artillery companies to honor the birth. Riders in uniform will trot past the palace to Green Park, where six field guns will fire 41 blank rounds.
Prince Charles spoke of his joy and pride in becoming a grandparent for the first time.
"It is an incredibly special moment for William and Catherine and we are so thrilled for them on the birth of their baby boy," Prince Charles said in a statement. "Grandparenthood is a unique moment in anyone's life, as countless kind people have told me in recent months, so I am enormously proud and happy to be a grandfather for the first time, and we are eagerly looking forward to seeing the baby in the near future."
It could be some time before the baby's name is made public. When William was born, a week passed before his name was announced. Charles' name remained a mystery for an entire month.
The royal birth at St. Mary's Hospital recalled that of the baby's father, William, in 1982. Many remember the moment when he was carried out in Princess Diana's arms with proud father Prince Charles at their side.
The media will now continue to camp outside the hospital to capture a similar photograph for William and Kate's son, who is third in line to the throne behind Charles and William.
The baby's gender had been of particular interest because the prospect of Kate's pregnancy had prompted a change in the laws of succession to ensure that a daughter would not be passed over for the crown by a younger brother.
No one can tell what political and personal changes the intervening years will bring, but the baby can be expected to become the head of state of 16 countries, including Britain, Australia and Canada. The child will also eventually become Supreme Governor of the Church of England.
The little prince represents a living link to Britain's imperial history as the great-great-great-great-great-grandchild of Queen Victoria, who ruled at the peak of British power.
Many Britons had hoped that William and Kate would start a family shortly after their gala 2011 wedding, which drew a global television audience in the hundreds of millions.
The couple waited, however, until William was nearly finished with his military work as a search-and-rescue helicopter pilot based at an air base in a remote island off the coast of Wales.
That allowed Kate to ease into royal life, and to become more comfortable in the spotlight, before becoming a parent. It also allowed her to play a supporting role during Queen Elizabeth II's Diamond Jubilee celebrations last summer.
The first months of her pregnancy were not easy, and she was hospitalized in early December with acute morning sickness that left her weak and dehydrated. She seemed to recover her stamina fairly quickly and made a series of public appearances until the final weeks, drawing praise for her poise and good cheer.
The royal couple and their newborn are expected to spend much of their time in the coming years in renovated quarters at Kensington Palace, where William and Harry also spent much of their childhood.
Royal officials say Kate and William will try to give their child as normal an upbringing as possible, a challenging goal in an age when the British royals are treated as major world celebrities.
"He'll have to be protected all the time," said Edward Bentley, from near London. "But they'll make him seem normal and connected to the public for sure."

Washington ? During the bleakest days of the Great Recession, Congress agreed in bipartisan votes to bail out two of Detroit?s biggest businesses, General Motors and Chrysler.
Today, however, there seems little appetite from either Democrats or Republicans in Washington for a federal rescue of the birthplace of the automobile industry. Detroit now stands as the largest American city ever to file for bankruptcy protection.
Such a bailout would be huge, perhaps as much as $20 billion. Federal resources are strained, with the national debt at $16.7 trillion and the federal government struggling under the constraints of automatic spending cuts that took effect in March.
President Barack Obama has had a hard enough time getting his present proposals though Congress, where Democrats hold a narrow majority in the Senate and Republicans are in firm control of the House.
"I think it would be a waste of the president?s time to even propose it. His plate is so full and throwing Detroit into the mix is the last thing in the world he?d want," said Ross Baker, a political science professor at Rutgers University who specializes in Congress. "I think the era of big government bailouts is over."
Political leaders in Washington haven?t pushed for a bailout of Detroit, which was the nation?s fourth-largest city in the 1950s but since has had a declining population, accelerated by hard times for the auto industry during and right after the punishing 2008-2009 recession.
Congress is still in near-gridlock territory. Opportunities for spending vast sums of money on a bailout for Detroit seem severely limited. The White House is taking a wait-and-see approach, but clearly exhibiting little enthusiasm for another big bailout.
"Can we help Detroit? We don?t know," Vice President Joe Biden said in a response to a reporter?s question about a possible federal rescue. Presidential spokesman Jay Carney, when asked directly if a bailout was a possibility, appeared to rule out such assistance.
"We will, of course, as we would with any city in this country, work with that city and have policy discussions with leaders in the city, and make suggestions and offer assistance where we can," Carney said. "But on the issue of insolvency ... that?s something that local leaders and creditors are going to have to resolve. But we will be partners in an effort to assist the city and the state as they move forward."
Local leaders aren?t pushing for a federal bailout after the city filed for Chapter 9 bankruptcy protection Thursday, and Republican Gov. Rick Snyder isn?t, either.

"People should not expect bailouts at either the federal or the state level," Snyder said in an interview with The Associated Press. "We?ve been very diligent about this. We want to be a supportive partner at the state level. I believe the federal government does (too)."
Detroit?s bankruptcy could last at least through summer or fall 2014, when Snyder is expected to ask voters for another term.
"I deeply respect the citizens of Detroit," he said. "They along with the other 9 million people in our state hired me to do this job. They?re my customers. This was a tough step, a difficult decision, but it?s the right decision."
Members of Michigan?s congressional delegation aren?t clamoring just yet for a federal bailout. "We just need to step back and think about it," said Rep. Sander Levin, D-Mich.
The city?s emergency manager, Kevyn Orr, says that for now, Detroit will stay open, bills will be paid and city services provided.
But the bankruptcy case could take years to resolve. Ahead of the filing, the city?s two pension funds sued to block a bankruptcy. Bankruptcy could change pension and retiree benefits, which are guaranteed under state law. The impact on current city workers is unclear.
President Gerald Ford, after threatening in 1975 to veto any bill that would bail out New York City, went along with a $2.3 billion rescue loan that had strings attached.
More recently, the federal government threw a financial lifeline to both General Motors and Chrysler (the Ford Motor Company didn?t request the aid) and acted to protect major Wall Street and banking institutions from insolvency. Federal stimulus spending and rescue loans started in the final year of the George W. Bush administration and extended through the Obama presidency.
Now, with the economy slowly recovering, most of the direct government anti-recession aid has ended although the Federal Reserve continues to provide financial stimulus by keeping short-term interest rates extremely low while buying $85 billion a month in government and mortgage bonds to keep mortgage and other long-term rates low.
"The chances of a federal bailout are remote" given partisan gridlock in Washington, said Bruce Katz, a former official with the Department of Housing and Urban Development who now is director of the metropolitan policy program for the Washington-based Brookings Institution.
"But I don?t think the federal government is off the hook," Katz said. "It is a substantial investor in Detroit. Whether it?s community development block grants or federal contracts or assistance to nongovernmental recipients, there?s a substantial amount of federal money that goes into Detroit. There?s a role for the federal government. And it needs to make its resources more flexible than today and align them with the priorities of Detroit."

WASHINGTON (AP) ? People who fire guns at drones are endangering the public and property and could be prosecuted or fined, the Federal Aviation Administration warned Friday.
The FAA released a statement in response to questions about an ordinance under consideration in the tiny farming community of Deer Trail, Colo., that would encourage hunters to shoot down drones. The administration reminded the public that it regulates the nation's airspace, including the airspace over cities and towns.
A drone "hit by gunfire could crash, causing damage to persons or property on the ground, or it could collide with other objects in the air," the statement said. "Shooting at an unmanned aircraft could result in criminal or civil liability, just as would firing at a manned airplane."
Under the proposed ordinance, Deer Trail would grant hunting permits to shoot drones. The permits would cost $25 each. The town would also encourage drone hunting by awarding $100 to anyone who presents a valid hunting license and identifiable pieces of a drone that has been shot down.
Deer Trail resident Phillip Steel, 48, author of the proposal, said in an interview that he has 28 signatures on a petition ? roughly 10 percent of the town's registered voters. Under Colorado law, that requires local officials to formally consider the proposal at a meeting next month, he said. Town officials would then have the option of adopting the ordinance or putting it on the ballot in an election this fall, he said.
The proposed ordinance is mostly a symbolic protest against small, civilian drones that are coming into use in the United States, Steel said. He acknowledged that it's unlikely there are any drones in use near Deer Trail.
"I don't want to live in a surveillance society. I don't feel like being in a virtual prison," Steel said. "This is a pre-emptive strike."
He dismissed the FAA's warning. "The FAA doesn't have the power to make a law," he said.
The FAA is working on regulations to safely integrate drones into the skies over the U.S., where manned aircraft are prevalent. The Congress gave the FAA until 2015 to develop the regulations, but the agency is behind schedule. FAA officials have estimated that once regulations are in place, thousands of drones will be in use across the country for a wide variety of purposes, from helping farmers figure out which crops need watering to tracking sea lions in remote rocky outcroppings to aiding search and rescue missions.
But the Deer Trail proposal is the latest ripple in a spreading backlash against drones. Dozens of laws aimed at curbing the use of the unmanned aircraft have been introduced in states and cities. Privacy advocates have expressed fear that police will use drones to cheaply and effectively conduct widespread surveillance without warrants.
The Association for Unmanned Vehicle Systems International, a drone industry trade group, was concerned enough last year about people threatening to shoot down drones that it issued a statement warning that such comments were "irresponsible, dangerous and unlawful."
Michael Toscano, president and CEO of the group, expressed similar concerns Friday, saying drones "are being designed to serve the public good....The myriad of important uses will be imperiled if they become targets. ... The suggestion that Americans take up arms against unmanned aircraft also endangers citizens on the ground."

The political body in charge of fire services in London has voted against proposals to close 10 stations in the capital and cut more than 550 jobs.
Fourteen fire engines would also go under the plans, proposed by London Fire Brigade Commissioner Ron Dobson.
The London Fire and Emergency Planning Authority (LFEPA) met this afternoon to decide whether to support or reject the cuts.
The vote, which took place at the Southwark headquarters of the London Fire Brigade following vocal protests outside by firefighters, does not bind the Mayor, who is in favour of the Commissioner?s cuts.
It is expected Boris Johnson will force through the proposals anyway.
Tempers were high throughout the meeting, with Labour representatives on the authority clashing with Conservatives. Cries of ?shame? and other heckling from anti-cuts activists in the public gallery led LFEPA chair James Cleverly to urge calm several times.
Members of the fire authority from the Labour, Green and Liberal Democrat parties united to propose an amendment to the plans. This amendment effectively rejected the proposals in the Commissioner?s London Safety Plan that would see cuts made to stations, engines, and jobs.
The 17 members of the authority voted through the amendment nine to eight, before voting by the same ratio in favour of the amended proposal.
Mr Cleverly, also a Conservative member of the London Assembly, is in favour of the Commissioner?s plan. He told reporters after the vote the new plan was one that ?completely blows the budget?.
But Green member Darren Johnson, who supported the amendment, said: ?We were absolutely right to come together today to oppose the cuts in the London Safety Plan. The Mayor has put the Commissioner in an impossible position.?
Originally two further fire stations, at Clapham and New Cross, had been earmarked for closure, but the two south London stations were saved when plans were redrafted following a 15-week public consultation.
At today?s meeting, Commissioner Dobson revealed these original plans were still his preference, but that he had compromised following the public consultation.
Thousands contributed their views during the 15-week listening exercise, with 94 per cent saying the opposed station closures and job cuts.

Governor Scott Walker has signed a bill creating a venture capital fund for the state. After some unsuccessful attempts to help startup businesses in the state, the fund is finally a reality. State Senator Alberta Darling, a co-author of the venture capital legislation, said it sends the right message about Wisconsin.
?It says that we are very interested in supporting entrepreneurs, as a partnership with the private sector, so that we can grow jobs and the economy,? Darling said Thursday.
Providing venture capital to startups has been a goal for Walker since taking office. He set aside $25 million dollars in the budget, and perhaps the only criticism is whether that?s enough. Darling said it?s a start. ?We would have liked to have given more money, but we have to live within our means,? said Darling. ?That?s what we had to work with, and to start is better than not starting.?
Wisconsin will follow a ?fund of funds? model, using the $25 million in taxpayer funding and at least $50 million from the private sector. The money will target companies in five key areas: agriculture, information technology, engineering, advanced manufacturing, and medical devices.
Darling said adequate oversight is built-in. ?The accountability and transparencies were both big priorities for us when we drafted this legislation. The fund manager will be accountable through the Joint Finance Committee, to show how the money is invested, and the taxpayer will be paid back first.?

Mattel Inc, the world's largest toymaker, reported a weaker-than-expected 23 percent drop in profit as Barbie sales fell for the fourth straight quarter, highlighting the iconic brand's struggle to stay relevant.
Toy sales in mature markets such as the United States and Europe have been weak so far this year, but Mattel had previously fared better than its competitors helped by the growing popularity of its American Girl and Monster High dolls.
The company, which also makes Hot Wheels cars and Fisher-Price baby toys, said second-quarter net income fell to $73.3 million, or 21 cents per share, from $96.2 million, or 28 cents per share, a year earlier.
Analysts on average were expecting earnings of 32 cents per share, according to Thomson Reuters I/B/E/S.
Worldwide Barbie sales fell 12 percent. The company does not break out Barbie sales numbers as it is part of the Mattel Girls & Boys Brands unit. Sales at the unit rose 1 percent to $792.4 million during the quarter.
In contrast, sales of American Girl dolls, which the company sells through its own stores, catalog and websites, rose 14 percent to $78.2 million.
Sales of the company's Other Girls brands were up 23 percent, mainly driven by Monster High's dolls. These dolls depict "descendants" of horror story characters such as Dracula and Frankenstein.
Most of Mattel's brands sell through retailers like Wal-Mart Stores Inc, Target Corp and Toys R Us Inc , as well as through its own catalog and website.
The toy cars business, which includes the Hot Wheels and Matchbox brands, also struggled with sales falling 6 percent.
Sales of Fisher-Price toys fell 3 percent to $396.7 million.
Total sales rose 1 percent to $1.17 billion, missing analysts' average estimate of $1.22 billion.

Is Barack Obama our nation's second "Teflon president"? The question has occurred to me before, but it became impossible to ignore after the last week of "Scandalgate." Even after multiple scandals all vying for the top headline throughout the week, over the weekend CNN reported poll numbers showing Obama currently enjoys 53 percent of the public's approval for the job he's doing. His numbers actually rose from the last time the poll was taken, when Obama was at 51 percent approval. That's pretty stunning news, after the week the president just had. Which is why it's now time to ask the question -- does Obama have the "Teflon" quality of having nothing stick to him, no matter what?
Of course, this might be a premature conclusion to draw, for quite a number of reasons. The first of which is that it's still pretty early, as Washington scandal cycles go (except for Benghazi, which has been around for months). More revelations are likely on the way, and they could bend public opinion in either direction, really. But you can bet the Republicans are going to spend a whole lot of time digging, for the foreseeable future. So even if nothing major comes to light, there will still be a steady stream of wonky details from congressional committees, which the pundits will chew over with delight.
The second reason drawing any conclusions or predictions is premature is that it's too early for the public, as well. While people who constantly keep abreast of every tiny shred of political news (and I do include myself in that group) are already fully aware of the scandal details, the general public simply doesn't pay that close attention to politics. The number of people who get their news from late night comics is astounding, and has to be factored in. No matter what the political scandal, it takes time to seep in (or percolate up, take your pick) to the public's consciousness. Any poll takes a few days to conduct, and more time to compile, so CNN was asking the public pretty early on in the scandal cycle to begin with. Give it another week, and the numbers may shift dramatically, as more and more people become informed (in whatever way) about the details of what's going on.
The third reason it's too early to declare a trend is that this is only one poll. It may be what pollsters call an "outlier" -- a random skewing of the responses that winds up being mistaken about the direction of the public's opinion. This isn't to knock CNN or their polling -- outliers can happen to any polling organization, and it's why smart poll-watchers only believe a valid trend exists after multiple polls begin to show the same picture.
Even with all of these caveats, if the CNN poll does turn out to be indicative of the public's true feelings, it is pretty remarkable. Which leads to the Reagan comparison. Ronald Reagan (at least, up until the Iran-Contra scandal) was the first to be called a "Teflon president" because no matter what scandals popped up on his watch, he appeared to float above them all. Nothing stuck, hence the Teflon label. Barack Obama has long admired the transformational nature of Reagan's presidency (which has often been mischaracterized as Obama supporting or approving of Reagan's actual agenda, which is a completely different thing and not true). But the comparison in the two men's political skills seems to becoming more and more apt. Scandal after scandal (or, at least, what his opponents label "scandal," at any rate) is thrown at Obama, and not much of it gains any traction with the public, outside of people who already don't approve of Obama and never will.
Take a look at a comparison chart of job approval numbers for Barack Obama and Ronald Reagan (and please note, this is a chart of monthly averages which doesn't include any Obama numbers for this month, yet):

The blue and brown lines show Ronald Reagan's approval and disapproval. The green and red lines show Obama's. Reagan, by this point in his term (and excluding the first year's "honeymoon period"), had experienced higher highs and lower lows than Obama has. Reagan spent a whole 10 months with a lower job approval rating than the lowest number Obama has ever charted, and Reagan dipped well below 40 percent in his worst month. By comparison, Obama (also excluding the initial honeymoon) has kept his approval rating almost exclusively between 45 and 55 percent. That's amazingly stable. Obama did spend four months below 45 percent and hit a low of 43.4 percent in the middle of the debt ceiling budget fight in 2011. But other than that, his numbers don't change all that much, no matter what story is breaking. Even the death of Osama bin Laden didn't push Obama much above 50 percent approval, and if you remove that data point and his second post-election "honeymoon," his approval has stayed within the 45-50 percent range for over three years. That's a much tighter range than even Mr. Teflon himself, Ronald Reagan, could manage.
During this period, the Republicans have thrown everything but the kitchen sink at him. They have made it their party's highest priority to tear down Obama, and they have stunningly failed to convince the public to change their mind about the man all that much. Perhaps this is a big part of the problem. Perhaps crying "Kenyan!" too often has discredited their alarms, to put this another way. The populace hears that Obama is a socialist or hates America or is trying to destroy this or that aspect of American life -- and they collectively yawn, because they are considering the source. Republican scandal overreach may be coming home to roost, to mix the metaphors a bit.
Perhaps the CNN poll will indeed prove to be an outlier. Perhaps Obama's numbers aren't actually going up even after the trifecta of scandals last week. It is really too early to identify that trend, and we'll have to wait a week or so to see some other polls to figure out what's really going on out there. But I would be willing to bet that even if Obama's numbers do go down, they won't go down all that much. It seems that roughly 45 percent of the public will approve of Obama no matter what the other side throws at him, and roughly 45 percent of the public will never approve of the job Obama's doing (even killing bin Laden didn't convince them, remember) no matter what happens. The 10 percent in the middle will fluctuate by a few points, but on the whole, remain within a tight range.
I don't know what else to call that but Teflon.

(Reuters) - A massive storm front swept north through the central United States on Sunday, hammering the region with fist-sized hail, blinding rain and tornadoes, including a half-mile wide twister that struck near Oklahoma City. News reports said at least one person had died.
By 9:30 p.m. Central Standard Time, more than two dozen tornadoes had been spotted in parts of Iowa, Oklahoma, Kansas and Illinois, according to the National Oceanic and Atmospheric Administration and local news reports. Hail stones, some as large as baseballs, were reported from Georgia to Minnesota, the NOAA said.
Fox News reported that one person was killed in Shawnee, Oklahoma, east of Oklahoma City.
Police in Shawnee could not immediately be reached to confirm the report.
Oklahoma Governor Mary Fallin declared 16 counties of the state disaster areas, according to Jerry Lojka, a spokesman for the state emergency management department.
By late Sunday, power outages were being reported in several Oklahoma counties, according to the Tulsa World newspaper.
Meteorologists had been warning for days that a powerful front was expected to blast through the region, spawning potentially destructive twisters. The extreme weather is expected to continue on Monday, National Weather Service advisories said.
National Weather Service offices across the region issued one urgent warning after another, throughout the afternoon and into the evening.
An extreme weather system stretching from north Texas to Minnesota had been building for hours on Sunday when the day's first tornado touched down near Wichita, Kansas at 3:45 pm Central Standard time, according to a weather service alert.
Just after 6 p.m., the Norman, Oklahoma office posted a Twitter alert on a tornado about to strike Pink, a town on the edge of Oklahoma City.
"Large tornado west of Pink!" the post read. "Take cover RIGHT NOW in Pink! DO NOT WAIT!"
The storm prompted an unusually blunt warning from the central region of the National Weather Service, which covers 14 states.
"You could be killed if not underground or in a tornado shelter," it said. "Complete destruction of neighborhoods, businesses and vehicles will occur. Flying debris will be deadly to people and animals."
Pat Slattery, National Weather Service spokesman for the U.S. Central region, said the advisory was part of a new warning system being tested after a violent tornado that struck Joplin, Missouri on May 22, 2011, killing 158 people and injuring hundreds.
Slattery said the new advisory was reserved for severe tornadoes with the potential to form into "supercell" storms, which produce powerful winds and flash flooding. Supercells are considered to be the most dangerous of four categories of storms because of the extreme weather they generate.
A recent National Oceanic and Atmospheric Administration assessment of the Joplin storm found that "when people heard the first tornado warning, they did not immediately seek shelter. They looked for a secondary source to confirm the tornado," Slattery said. "That got some people killed."

Are you watching Dancing with the Stars (ABC, Monday and Tuesday, 8 p.m. and 9 p.m. ET) this season? It's possible: Over 13 million people still are. But it's more likely that you've moved on. Since 2006, ABC's sparkle-tastic dance competition has lost over half of its audience. TV industry types shook their heads at last fall's "failed" all-star installation, which averaged only 17 million viewers per episode. But even fewer people -- about 4 million less -- are tuning in for the likes of Kellie Pickler and Jacoby Jones (Zendaya and Aly Raisman round out the final four competing tonight). What's gone wrong? And how can ABC fix it? Here are four suggestions.

MONACO (AP) ? The glittering star power of Cannes migrated up the coast to Monaco for front-row seats at Dior's colorful, sexy cruise fashion show.
With the Mediterranean Sea the picturesque backdrop, Dior showcased its 2014 collection on Saturday night. It was a wet, cold and generally miserable outside the white stage, but Raf Simons' designs provided the shimmering summery lift for the evening.
Among those on hand were Oscar-winner and Dior spokeswoman Marion Cotillard, actresses Ruth Wilson and Jessica Biel, and Prince Albert of Monaco, along with his fashionable wife, Princess Charlene.
Before the show, Biel called Dior's fashions beautiful, saying she also appreciated them because they were made for real woman. If that was the case, such women are dynamic gazelles who even in their downtime have multiple agendas.
There were sheer lace cover-ups, brightly colored dresses, and jackets and coats made of wool.
In press materials provided at the show, Simons explained his inspiration to prominently feature lace in the collection.
"I never worked with lace before," he said. "It was about transforming the meaning of the material; not romantic, not historical, not old, to something light, playful, colorful and modern ? with energy."
Many of the pieces had an effervescent feel, like the metallic blended with sheer lace and a strip of a coral floral print in one dress; a wool jacket and pants were made vibrant with bright red color.
But there were other outfits that had a more traditional look, like a flowing spaghetti-strap red dress that hit mid-calf at the front but draped near the floor in the back, and the one-piece bathing suits that harkened back to old-style Hollywood glamour ? particularly a brilliant blue piece with ruching in the back.
After an enthusiastic ovation for the show, guests such as Liv Tyler were shuttled to the Oceanographic Museum nearby as Prince Albert and his wife threw a reception that showcased some of the fashions ? including Dior ? worn by his late mother, Princess Grace.
